Artificial intelligence, quantum computing, and biotechnology are having a profound impact on our values, institutions, and norms. Some of these disruptions have a global reach. While new technologies have become a determining factor in international relations and have changed the geopolitical landscape, the global tech industry has emerged as a new actor in foreign policy and given birth to a new practice. In Silicon Valley, tech diplomacy has emerged as a nascent field connecting governments, civil society, and global tech companies and could be a useful new path for tackling global challenges.
